Why was the road to EMBL 'more difficult than anticipated', as Francois Jacob put it? The standard account, advanced by scientists, is that it was because molecular biology did not require big, complex and expensive equipment like high-energy physics. European governments therefore lacked the incentive to pool their efforts and to build together a supranational laboratory 'modeled on CERN'. This account is one-sided. It overlooks the fact that many scientists themselves were less than enthusiastic about building a European molecular biology (...) laboratory in the early 1960s. Taking John Kendrew and Conrad Waddington as representative of two different and opposing views on how best to promote molecular biology in Europe at this time, I argue that a supranational laboratory project could only come to fruition once the field had been entrenched in national institutional niches (or after determined efforts to do so had failed). Until that time, the usual fear that a European laboratory would drain essential human and financial resources away from incipient or planned programmes in universities and national research centres dominated the horizons of most molecular biologists in Europe. Hence their preference to first establish EMBO to coordinate existing activities and only later to set up a supranational laboratory. (shrink)

WHEN WITTGENSTEIN'S TRACTATUS was published it was generally identified first with Russell's logical atomism, and later with the logical positivism of the Vienna Circle. However, Wittgenstein himself claimed the work had an ethical purpose. In what has become a well-known passage from a letter to Ludwig von Ficker, the editor of Der Brenner, whose help Wittgenstein sought in trying to publish the Tractatus, he says.

Sir John Hicks is one of the most important and influential economists of the twentieth century. The principle of selection necessarily follows if we accept that a poem is a verbal structure of a very complex kind involving the interaction of all kinds of elements—ideas, images, rhythms, rhetorical features, narrative, logical patterns, whatever. The possible relationships among all these elements seem infinite or at least, in Frye's phrase, unlimited. Hence, a definitive critique of any work seems, even in theory, impossible. It is hard to see how the human mind could consciously contemplate, much less articulate, all (...) aspects at once, even in short pieces; as the various aspects are enumerated, we begin to lose sight of the wood for the trees, to lose our grip on the integrated whole which we at least partially intuit at a given moment in time. And so many are the attitudes and interests which may be brought to bear upon a poem that the critique which once seemed definitive soon seems incomplete to the critic after a further reading, for every time we read a work of any complexity, we find something new; and even the less sensitive know that each new school of criticism, not to mention each latest shift in politics, society, or psychology, will throw at least some of our masterpieces into a new light. As for translation, the only way to avoid it would be wholesale quotation, and even that would be a partial translation in that it would alter the poet's total meaning by substituting a part for the whole. When von Neumann's and Morgenstern's Theory of Games and Economic Behavior appeared in 1944, one thought that a complete theory of strategic social behavior had appeared out of nowhere. However, game theory has, to this very day, remained a fast-growing assemblage of models which have gradually been united in a new social theory - a theory that is far from being completed even after recent advances in game theory, as evidenced by the work of the three Nobel Prize winners, (...) class='Hi'>John F. Nash, John C. Harsanyi, and Reinhard Selten. Two of them, Harsanyi and Selten, have contributed important articles to the present volume. This book leaves no doubt that the game-theoretical models are on the right track to becoming a respectable new theory, just like the great theories of the twentieth century originated from formerly separate models which merged in the course of decades. For social scientists, the age of great discover ies is not over. The recent advances of today's game theory surpass by far the results of traditional game theory. For example, modem game theory has a new empirical and social foundation, namely, societal experiences; this has changed its methods, its "rationality. " Morgenstern (I worked together with him for four years) dreamed of an encompassing theory of social behavior. With the inclusion of the concept of evolution in mathematical form, this dream will become true. Perhaps the new foundation will even lead to a new name, "conflict theory" instead of "game theory. It is argued that mathematical statements are "a posteriori synthetic" statements of a very special sort, To be called "structure-Analytic" statements. They follow logically from the axioms defining the mathematical structure they are describing--Provided that these axioms are "consistent". Yet, Consistency of these axioms is an empirical claim: it may be "empirically verifiable" by existence of a finite model, Or may have the nature of an "empirically falsifiable hypothesis" that no contradiction can be derived from the axioms.

Students of the Papal State are understandably inclined to concentrate on those geographical areas in central Italy, from the Campagna to Ravenna, that were to become the more or less permanent Papal State of modern history, even though everyone acknowledges that papal claims and the reality of papal control within this region fluctuated widely throughout the centuries. Tuscany, southern Italy, and Sicily were sometimes claimed by the popes but not ultimately incorporated into the Papal State, and these areas also receive (...) due attention from historians of the Papal State. But papal claims also extended to other areas less frequently discussed, among them Sardinia. (shrink)

The apparent tension between the moral codes of the Old and New Testaments constitutes a perennial problem for Christian ethics. Scholars who have taken this problem seriously have often done so in ways that presume sharp discontinuity between the Testaments. They then proceed to devise a system for identifying what is or is not relevant today, or what pertains to this or that particular social sphere. John Howard Yoder brings fresh perspectives to this perennial problem by refuting the presumption (...) of intratestamental discontinuity. Throughout multiple scattered works on the Old Testament, Yoder offers a coherent and provocative narration that culminates in the way of Christ and establishes the ethical continuity of the entire biblical canon. This essay presents the basic parameters of Yoder's Old Testament narration, suggests points where revision is needed, and highlights several implications for social ethics. (shrink)

What I have to present before you today will be more in the form of work in progress than a finished paper on the subject of reasoning in children. This work grew out of an NEH Summer Seminar 1988 at the University of Massachusetts, directed by Gareth Matthews. I had a number of motivations for attending this seminar, but the primary one was to have the opportunity to look at the work of Piaget on children's reasoning. The primary reason why (...) this interests me is a very pragmatic one. Often, in the course of introducing the Philosophy for Children program to teachers I am confronted with one or more "Piagetians" or "constructivists," as they sometimes seem to like to call themselves. Not long ago, a colleague chided me for using the term "the biological revolution. " Like many others, I have employed it as an umbrella term to refer to the seemingly vast, rapidly-moving, and fre quently bewildering developments of contemporary biomedicine: psy chosurgery, genetic counseling and engineering, artificial heart-lung machines, organ transplants-and on and on. The real "biological revo lution," he pointed out, began back in the nineteenth century in Europe. For it was then that death rates and infant mortality (...) began to decline, the germ theory of disease was firmly established, Darwin took his famous trip on the Beagle, and Gregor Mendel stumbled on to some fundamental principles of heredity. My friend, I think, was both right and wrong. The biological revolution did have its roots in the nineteenth century; that is when it first began to unfold. Yet, like many intellectual and scientific upheav als, its force was not felt for decades. Indeed, it seems fair to say that it was not until after the Second World War that the full force of the earlier discoveries in biology and medicine began to have a major impact, an impact that was all the more heightened by the rapid bi omedical developments after the war. Having been involved in the Philosophy For Children program for several years now as a philosopher/teacher trainer, I often have had the occasion to reflect upon my experience. While conduction "Philosophy for Children" workshops, I have discovered that one of the great joys of that process has been the way in which teachers have so often responded to the material. It has come as quite a surprise to me that after some initial hesitance, the teachers become enthusiastically involved in the (...) dialogues which take place in the workshop process. Perhaps this shouldn't surprise me, but it does. I have even found it somewhat confusing because, as a philosopher, I am used to the idea of being thought esoteric, divorced from reality and not really concerned with matters of everyday importance. But here is a case in which others, too, are discovering that it is not only permissible to talk about philosophical ideas, but actually encouraged. It was a surprise to me to discover that people do want to think about philosophical ideas. (shrink)
